UPAC’s Community Engagement and Business Development division is dedicated to promoting empowerment, hope and self-sufficiency to our most at-risk communities. We focus on reducing gang and community violence, mentoring and inspiring at-risk youth and strengthening our neighborhoods.

We celebrate the diversity of the San Diego region and uplift those who need it most. Through our Neighborhood Enterprise Center, we bring together the many cultures of City Heights in one space to learn and grow from one another. Our goal is to help underserved populations achieve self-sufficiency and success.

Addressing the impact of community violence through neighborhood support, youth empowerment, gang prevention and grief/victim support.

Reducing the impact of gang violence through youth and community mentoring in underserved neighborhoods and schools.

Innovative social enterprise that proves employment and entrepreneurial opportunities for UPAC Client and City Heights’ residents.

Youth Business Enterprise

Provides low-income, high-risk immigrant, refugee and homeless youth with job training, work experience and resume building to inspire and encourage future career success.

Small Business Support

Provides support to business owners and employees in the Mid-City area for those stressed or overwhelmed by the COVID-19 Pandemic.
